Chang Wan-Chuan was born in in Tamsui, Taipei in 1909. In the early ages, he followed Kinichiro Ishikawa to study art. Then he went to Japan and study at Kawabata Painting School, and Hongo Western Painting School. After returning to Taiwan, he joined Tai-Yang Artists' Society. After a while, he quitted, and found Mouve Artists' Society with Chen Te-Wang to promote art in Taiwan. 
 
His likes to take broken buildings as subject matters to express the antique beauty of decay. He focuses on expressing quality and quantity. His strokes have a feeling of motion impacts, and he uses wild colors. His style has strong wild feelings. 
 
His works had been selected in various exhibitions. He also taught at Xiamen Art School and National Taiwan 
Academy of Arts.
